[Incubator] Motion: Remove Rasdaman from Incubation

first, I highly value your fairness.

Yes, at the level of abstraction (which Bruce certainly has chosen deliberately
so as to avoid further discussion) I believe this is accurate. Let me add, as a
personal remark (not necessarily reflecting community, although I believe so) It
seems that while OSGeo and rasdaman are pursuing the same goal - high quality
software for serving humankind - visions  differ on how to achieve this. Which
is fair - the world has more than one color.
