[Incubator] Motion: Remove Rasdaman from Incubation

+1 on removing Rasdaman from OSGeo Incubation. Cameron

Reasons for my vote:
* Rasdaman governance is not in line with OSGeo's stated goals for 
incubated projects [1] [2], and Rasdaman has confirmed they are not 
prepared to change.
* There are lesser alternative OSGeo/Rasdaman relationships that can be 
pursued: "OSGeo Community Project" [3] and OSGeo-Live [4]

I'm disappointed that this is the final outcome. However, I'm hopeful 
that Rasdaman feels they have gained value from going through the 
incubation process. They have certainly addressed many things which make 
a project more rigorous, valuable and ultimately successful.

The project has a suitable open governance policy ensuring decisions are 
made, documented and adhered to in a public manner. This typically means 
a Project Management Committee has been established with a process for 
adding new members.

A benevolent dictatorship is not considered a suitable open and 
consensus based approach to governance.
