[Incubator] header maintenance discussion

Returning to this discussion:

Proposal changed to focus on initial creation

"Apply OSGeo copyright on creation/contribution" and avoid ongoing header
maintenance.

Second proposal asking me, as GeoTools project officer, to ask the board
for legal advice on this topic. That may take the form of our own legal
council, or as Bruce suggested reaching out to the open source initiative.

One interesting thing that came up in the discussion is that many of the
examples in our industry predate some of the recent changes to
international copyright, or more specifically in this case us copyright
(which is where OSGeo is based).
