[Incubator] incubation committee budget

The second request from the board ... is for a 2017 budget.

To my knowledge the incubation committee has never established a budget?

However individual project steering committees can establish a budget; more
often they have contacted the board as needed for specific activities
(sprints, legal guidance, infrastructure changes) or fallen back on their
own fund raising efforts...

Are we interested in establishing a budget for 2017?
- we could establish a budget, planning for an incubation sprint or similar
- we should ask the "OSGeo Community" projects and if they require any
resources
- we could hire a party to perform code providence review (not sure if that
is a great idea there are pros/cons)

Is there any interest in establishing a budget for 2017?
