[Incubator] Fwd: Fwd: committee website and operation

Hey Jody. I thought maybe just adding a little bit about how mentors work
during the incubation. Maybe something as simple as: "Mentors help guide
developers and administrators of the project through the incubation
process, answering their questions and recommending next steps."

Not a big deal. Your rewrite of the page is good.
