[Incubator] discussion on osgeo projects, osgeo community and incubation

Personally I like having two categories of project: osgeo community and
osgeo project.

While I am fine if projects use the "osgeo incubation" logo on their web
site (to document their participation in this program) perhaps we can ask
that links to their "incubation checklist" (make it a tool for
transparency).

I think we would do the public, and the foundation, a disservice if we let
"incubation" be a mark of recommendation, the somewhat heated discussion
about this leads me to believe it is being viewed as such currently.
