[Incubator] discussion on osgeo projects, osgeo community and incubation

Looking at the Apache Foundation web-site, I see that only graduated
projects are listed:
https://www.apache.org/index.html#projects-list

Projects under incubation are only listed under a specific page:
https://incubator.apache.org/
