[Incubator] discussion on osgeo projects, osgeo community and incubation

I really like the writing on the top of the incubator.apache.org page,
thanks for that.

A bit more research, eclipse lists them all together, flagging projects in
incubation:

Indeed it looks like they do not get to use their own logo until they
graduate (that would be tough on our community).
