[Incubator] OSGeo charter member nominations

A reminder that the OSGeo charter member elections are ongoing from
2017-08-21 to 2017-09-07, for details see: http://wiki.osgeo.org/

We should review the incubation committee leadership, contributors and
participants as potential nominates.

As a software foundation projects, and thus the incubation committee, is at
the heart of everything we do at OSGeo. We should use this opportunity to
have a say in OSGeo direction.
