[Incubator] incubation committee budget

The draft budget page
<https://wiki.osgeo.org/wiki/OSGeo_Budget_2018#Community_Projects> has a
number of our projects listed (and it was good to see the open discussion
on pywps email list, and istSOS focusing on an incubation sprint).

istSOS 1,500 incubation sprintI would like to gather this up as a budget
request for the board - I can send the email on Wednesday.

One thing we have not done is make a motion for this budget request. While
I am happy to do so, the board deadline is a bit too quick. As this is an
incubation committee budget request, any spending by the committee will be
subject to a motion on this list.

With that in mind I think we should submit a draft budget for:

   - $8000 Community project support

Other ideas to consider:

   - Incubation sprint, if we did want set up an incubation sprint it would
   be subject to the code-sprint process (so fundraising needed in addition to
   OSGeo support)
   - Mentor travel assistance to attend developer meeting, not aware of any
   of our projects setting up a developer meeting, but it would be an idea to
   attend in person if their is an opportunity
   - Website outreach, I think we are okay for content (based on printed
   material). Just need a bit of writing once SAC enables access.
