[Incubator] What is outreach

​Hello Incubating list,

​I am a new as PSC member of a OSGeoLive that is in the outreach category
project.
​I must confess that its the first time as PSC and I am also new in the
project​.
I don't understand the "outreach" category.
I want to know if an "outreach "project can eventually be incubated.
I ask because I am reading this questionnaire [1], but the project is not
on the incubation list.
