[Incubator] Recommend OTB For Graduation

Dear incubation committee members,

thank you first to take into consideration the graduation of OTB. To 
answer Jody question related to the project documentation license. OTB 
got 2 main documents which act as reference documentation: the Software 
Guide and the CookBook.

The Software Guide is generated in part from the OTB source code. It can 
build with CMake and includes standalone Latex files as well as 
algorithms descriptions which are parse directly from the OTB source 
code in C++ (it allows to automatically generate figures in the document 
for instance). All the examples used in the SG are located in the 
Examples <https://git.orfeo-toolbox.org/otb.git/tree/HEAD:/Examples> 
folder in the OTB git repository which are licensed under Apache v2. The 
build mechanism and the generation was largely inspired and adapted from 
the open source library ITK which use the same mechanism to build its 
documentation:

The CookBook consists of chapters written in RST which include recipes 
which use OTB utilities as well as the reference documentation of OTB 
applications which is also generated from the application source code in 
C++.

The source of all the documentation (Software Guide and CookBook) as 
well as build scripts are all included in the OTB main repository in the 
Documentation folder:
