[Incubator] OSGeo-Live incubation application, and a question

It will be hard to find an incubation member who hasn't been involved in 
OSGeo-Live to a greater or lesser extent.

I think it should be fine, (although my vote shouldn't count as I'm also 
an OSGeo-Live PSC member).
