[Incubator] Website Jan 15th relaunch - Incubation

Yeah I agree with you, checking the wiki we are known as the Incubator
Committee, perhaps we should revert to that since we cover community
projects and the incubation process now so the more general description is
apt.

The OSGeo handout has some text around the benefits of our OSGeo approach
(spatial/social/fair) that we could leverage.
