[Incubator] Website Jan 15th relaunch - Incubation

I think it makes more sense to keep most of our stuff on the wiki. IF the
website is mostly for outreach, our information on incubation on the
official web site should be about communicating the benefits of incubation
and inviting projects to join.
Just my 2 cents.
If I can help whip the content on incubation for the web site into shape,
let me know.
