[Incubator] Document General Principles of Incubation

I'm in favour of deprecating this General Principles of Incubation.
Reasons:
1. Our Graduation Checklist does a better job of explaining the
principles of OSGeo incubation.
2. It is simpler for new users to find the right material if we just
keep it in one place.
3. We reduce our maintenance burden
4. We reduce the risk of documents describing conflicting information
