[Incubator] Proposing a new OSGeo Community project: Blink Raster

Thanks for reaching out to OSGeo Alex. We appreciate you request about
making Blink Raster a part of our OSGeo Community Projects.

Let me reach out to our committee with a few questions, and then I'll get
