[Incubator] Work On Incubation Committee Web Page and Wiki

I figured out was was missing, the whole website is aimed at end-users
introducing open source and our technology, and this page is aimed at
development teams.

I had some trouble with community projects being introduced second (so the
text came across as negative "what to do if you do not want to be an osgeo
project". I changed the order so we introduce "add your project to the
website", "join the foundation", and "join our mentorship program" so that
each stage adds more requirements and more benefits so it always comes
across as positive.

At the end I put the nice diagrams from the marketing rebranding, along
with August discussion on what more we expect beyond an open source license.
