If you just look at the installer - not really ;)
The installer is just a fork of the cygwin installer with some adaptions and
"rebranding" - so it's GPL2 (COPYING is included).
But the real work is in the packages anyway.

necessary to make them and how and where to upload them. They are at
Most packages consists of a .tar.bz2 with the binaries to install, a
-src.tar.bz2 that has the build recipe (that usually has a pointer where to get
the actual source, not the source itself) and a .txt that has the license.

The developer section on the front page describes the ways around packaging -
kind of implies openess for contribution.
