[Incubator] OSGeo4W project page on the new website

Thanks for helping hunt down that information, please add the project to
the website :)

Personally I would recommend adding LICENSE and CONTRIBUTORS files to the
codebase - if you do not mind passing on the suggestion to the development
team.
