I'd like to make a motion that we accept Blink Raster (

  1.  Selection of an open source license if the project hasn't already done so.
  2.  Checking your source code headers and history
  3.  Setup appropriate LICENSE, CONTRIBUTING and README files (for github projects)

The following additional criteria are available for your consideration only:

  *   confirmation that project has committers
  *   confirmation that project does not require data or service license to function

This motion is held open for two weeks closing January 29th, requiring 50% quorum, from the following incubation committee members:
