[Incubator] request from zoo-project

We are already trying to set a precedent of projects setting a budget and
acting. If the actions are to assist their members in attend a code sprint
or promoting the groups work all the better.

We may not always be able to offer committees (and projects) a budget, but
at least for the last couple years we have been able to to. Check out the
budget link at the top of the thread. Idea is that work at OSGeo is done by
members, and done at the committee level.

The only odd thing here is that zoo has not formed an OSGeo committee yet -
as they need to complete incubation first. As such to actions of our
community projects will form part of the incubation committee report at the
AGM.
