[Incubator] Joining OSGeo as a community project

Hi Bruce,

The wiki page might be lacking, we'll gladly add anything that you or any
one else think is missing.
I'm not sure what is the definition of something that equates to a software
project.
This project, currently only in Israel, have allowed many users to easily
add data to OSM and Wikipedia by making the update process more accessible
and tuned to their needs thus improved mapping coverage significantly since
it began.
The software infrastructure we would like to develop in order to make this
project world wide would surly be beneficial to other developers working on
GIS software.
We are at the beginning of migrating to docker and to micro services
architecture.
This means that every micro service we develop will be easily re-used, for
example our first micro service "scout" which takes GPSBabel and exposes it
as a cross platform HTTP REST service with docker (still not complete but
getting there):

Besides the code itself, the algorithms we developed and documented can be
translated to any language needed in order to be used in other places.
The site itself is not just a nice looking UI, but every operation can be
used by API HTTP calls and is documented with swagger. This enables, for
example, to use this API in order to do GeoSearch on entities from OSM
including relations, which as far as I know is not possible right now. The
only other engine I'm aware of is Nomonatim, which we found is extremely
lacking for our outdoor needs.

To conclude, we believe that this equates to a software project.
