[Incubator] osgeo board request world wind consider joining the foundation

My apologies Patrick, the mailing is is the incubation mailing list, the
committee responsible for developer mentoring and advocacy.

As for why it has to be more complicated then that - because we have
standards as an organization, the first one of which is that project teams
need to ask to join.
