[Incubator] zoo project sprint support

The ZOO-Project reviewed and passed a motion supporting Gérald Fenoy‘s
attendance of the Bonn code sprint (just in time for the event). The OSGeo
treasurer was able to act quickly to support this travel.

During incubation we have a budget to support our incubating projects (
https://wiki.osgeo.org/wiki/OSGeo_Budget_2018#Community_Projects). Can I
ask mentors, or project teams, to bring forward any future request to the
incubation committee.
