[Incubator] Uber kepler.gl Applying to Join OSGeo as A Community Project

Dear Ziyi,

Did you have time in Uber to check about becoming part of the OSGeo
community and at what level? I would love to have Uber on board, I think we
could do a lot of things together.

For example, we are already preparing the next big conference at it would
be great if you were on time to send some talks or workshops being already
as part of the community: https://2019.foss4g.org/ Or the regional North
America one: https://2019.foss4g-na.org/ (call for papers end in January!).
I would love to hear more about your libraries on some of our conferences.
