[Incubator] motion: accept loader as community project

Hi Jody,

Matt's a valued colleague and friend- we've worked together for 6 years
now. However, I'm quite used to switching hats from Astun to OSGeo and
trying to avoiding conflicts of interest, so all I would say is that Loader
is an extremely important project and I would be supporting it regardless
of my relationship with Matt.

So I give it a +1, but perhaps someone else should vote so that we have the
requisite number of votes anyhow!
