[Incubator] Suggestion that MapCentia GC2/Vidi should be an OSGeo Community Project

Hi Jo, and thanks for the feedback!

Yes, the contributors guidelines is short and aimed at more tech savvy 
users. Most contributions for our project are actual from non-tech 
end-users giving feedback over mail. But I would like all kind of 
contributions to be on Github, so I'll take a look at your links and 
expand the guide.

Being AGPL licensed all contributions will be made under that same 
license. This may not be obvious to all, so I'll make that clear in the 
guide.
