[Incubator] Suggestion that MapCentia GC2/Vidi should be an OSGeo Community Project

Hi,

This sounds like a great project and a good fit for the OSGeo Community. My
only concern is that the contributors guidelines are a little short, and
(to my mind) imply a lot of experience in how to use github and make pull
requests. I think if you want to encourage contributions from all levels of
coder then you might need to expand on how to contribute. I also think you
should state explicitly that any contributions will be made under the same
license as the overall project, if that's correct. When putting together
the contributor's guide to Loader (
https://github.com/AstunTechnology/Loader/blob/master/CONTRIBUTING.md) we
followed these guidelines: https://contribution-guide-org.readthedocs.io/.
