[Incubator] Application to host Open Source Project "actinia" under the umbrella of OSGeo

Hi Till and Markus,
Actina sounds like a good candidate for an OSGeo community project. Has
the server side been deployed in more than one location? (Multiple
deployments provides a strong indication of sustainability and quality
of documentation, as it means others have been able to get it up and
running).
Also, on the surface, it sounds like it is playing in the same area as
the DataCube project,

. It would be interesting to see if there are opportunities for
collaboration. I'm looping in Alex Leith who is involved in the project
and might want to discuss further.
