[Incubator] recognizing projects that are not incubating

Follow up to discussion back in May:

Projects that had not updated from Incubation Status --> Graduation
Checklist have not shown any prorgress in the last five years:

   - istSOS --> made a commitment to work in incubation this summer
   (thanks!)
   - MetaCRS --> PROJ is now a community project, MetaCRS recast as
   initiative (basically a mailing list)
   - Oskari --> has responded with a graduation check list

   - Team Engine --> has responded with a graduation checklist

So this leaves us removing MetaCRS which I can do so now.
