[Incubator] PROJ incubation update

Michael/Howard:

I have a couple slides to update to reflect incubation activities -
including PROJ being added to the program.

Michael has provided the checklist here

ahead and add that to the incubation wiki. If either of you are attending
the foss4g community sprint I would be happy to help.

With PROJ being such an established project it is my hope incubation will
be quick.
