[Incubator] The Open Data Cube as an OSGeo Project

Hey Folks

The Open Data Cube is an open source software project that facilitates
working with large volumes of raster data, see:
https://www.opendatacube.org/.

We have a strong family of software projects hosted on GitHub at
https://github.com/opendatacube/, and the main project is available here:
https://github.com/opendatacube/datacube-core.

So, I'm hoping to start the conversation here and to identify next steps
that we can take to include the Open Data Cube in the OSGeo family!
