[Incubator] Motion: approve GeoHealthCheck logo funding

...are we really bothering to confirm spending 34€ ? Maybe we can 
introduce an allowance of up to 100€/US$ (please duiscuss) per year for 
each project without the need to go through the full process (see 
Cameron's email)?

On the other hand this is also real world feedback from a project 
showing that it is a alive, so why not keep it up? Its just that folks 
on the Incubation Committee might get bored by too many such small votes 
(I'm always in because this is what we set out to do with OSGeo, right?).
