[Incubator] budget 2020 and incubation activity planning

I am also concerned with projects that are established, but are not
treating incubation as a priority. I know it is hard to put forward these
kind of QA activities as a priority --> the benefit being respect,
independence as an osgeo committee, and associated access to osgeo budget.

We are quite clear that incubation teams need to do the work themselves (to
learn first hand expectations as a community). However I would be open
teams directing one of their members to work on this activity and using
fund raising (and incubation budget) towards getting time put towards
completing incubation.
