[Incubator] Motion: Accept PROJ into the incubation program

I have updated the wiki

Also created an issue <https://github.com/OSGeo/proj.4/issues/1469> for the
PROJ team to create a Graduation Checklist (Howard indicated this was a
good way to communicate graduation requirements).
