[Incubator] Proposal that Geostyler is accepted as an OSGeo Community Project

Wow 3 hours before the OSGeo meeting!

I have reviewed
https://www.osgeo.org/projects/geostyler-is-a-generic-styler-for-geodata/ and
published.

Some feedback:
- removed demo from developer resources, it is an end-user resource
- did not check the docs to see if it was focused on developers or end-users
- the logo needs to be placed on the correct tile size  720 x 412
pixels (see https://www.osgeo.org/wp-content/uploads/template_tile.png)
- please include a screen snap of the application, show people what the
project is :)
- do you have any pictures of the project team? Perhaps from Bolsena 2019?
Part of the goal of the website is to show people involved on the project
(a nice way of showing community rather than talking community).

In anycase I published the page so the board meeting (happening now) can
add you to the community program.
