[Incubator] MobilityDB as a OSGeo Community Project

Hello Vicky (and everyone taking part in OSGeo sprint this week).

I have not had much capacity for volunteer work recently, however any
committee member should be able to review. The team has started making some
issues <https://github.com/MobilityDB/MobilityDB-admin/issues> which make a
handy guide.

So if I grab our list

1. Be geospatial

2. Have a free license or an open source license
- LICENSE.txt

postgresql license (so open source), seems to be missing a line from the
original <https://www.postgresql.org/about/licence/>, but agrees with OSI
https://opensource.org/licenses/PostgreSQL
- Check the headers:  I guess this is being done? Issue#5

3. Welcome participation and new contributors
- CONTRIBUTING.md

lots of options

a range of participants

So it looks good, I guess we wait for an update from the team on checking
headers.
