[Incubator] GSoC 2021 : Students application deadline is approaching

Hi all,

I'd like to remind potential students that the application period will
end *April
13, 2021 18: 00 UTC* see timeline [1].

The earlier you submit your proposal, the more chances you have to refine
it according to mentors/community feedback, hence the more chances to be
successful. See also [2].

Usually, last minute submissions result into failure, *it is time to submit
your proposals already*.
We privilege quality over quantity, so please, spend time to write a good
proposal, *submit it in draft mode* and flesh it with the comments,
clarifications and requests from mentors before the deadline.
