[Incubator] Motion: Accept the Open Data Cube Project as an OSGeo Community Project

Next step:

1. Next we add an agenda topic to the next board meeting

When it is passed:

2. I update the osgeo project page so it is listed as "osgeo community" on
the website.
3. Send a congrats email to the team.
4. Ask the OpenDataCube use the osgeo community branding found here:
https://github.com/OSGeo/osgeo/tree/master/incubation/community
5. Make a foundation news istem congratulating the project, linking to
their project page.
