[Incubator] Application OSGeo Project - Giswater

Dear Greg and extended community,

The repository which you mentioned was the first of the project, but it 
has been inactive for some time. Of all the repositories that are at 
https://github.com/Giswater <https://github.com/Giswater>, the code for 
the core has been migrated to the active code repositories which are 
basically:

You are absolutely right about README.md and CONTRIBUTING.md . 
Therefore, in the upcoming days all the repositories will be updated 
with the two commented files. Besides, on Github itself, it will be 
possible to check the contributors, where they come from and who they are.

Regarding the “non-profit”, the Giswater Association is acting 
simultaneously for the public interest, namely in the development of a 
tool which helps water utilities and other users (engineers or 
students), but it is also a combination of the common interests of its 
associated members (companies and individuals) such as improve their 
knowledge, skills in Giswater or propel a project of an innovative urban 
drainage simulation model
