[Incubator] Application OSGeo Project - Giswater

A few not-really-related comments:

1) It would be nice to add a README.md to
https://github.com/Giswater/giswater that tells a visitor what giswater
does and what language environment it needs, and how it relates to the
other repositories under that organization.  This seems complicated (not
unreasonably so), so perhaps try about 5 lines of text and point to the
manual.

2) There is no CONTRIBUTING.md or similar, and it's not clear if there
is or isn't a CLA, vs a declaration of inbound=outbound.  (I strongly
prefer inbound=outbound, and not granting greater rights.)   I will tell
you that I am always suspicious until this is clarified.

3) It looks like the is the work of one  person, rather than having
contributions from a number of people (and people who are either acting
as individuals or affiliated with different organizations):

Of course I could be misreading.

Could you comment on the extent to which code contributions are from a
variety of sources?

(I'm unclear on osgeo's rules for starting incubation, and I don't have a
vote on this committee, but I would vote against incubation for
something that isn't already heading to being a community project.)

4) Could you clarify "non-profit"?  I realize every country has
different rules, and will be upfront that I am approaching this with a
bias from understanding US law.   How would you answer the question of
is giswater a "charity" vs a "trade association"?   Most of the text
comes across as charity, but some of it feels like trade association.
The key question is a duty to act in the public interest (charity) vs
the common business interests of members (trade association).
