[Incubator] Motion to graduate pygeoapi as an OSGeo Project

Working on the AGM slides I updated the members list
<https://wiki.osgeo.org/wiki/Incubation_Committee#Committee_Members> (thanking
Bruce for his service) and noticed this email thread was using an example
email from when we had 15 members.

Updating the motion to:

The following motion has been made by Michael Smith, mentor to the pygeoapi
project:
   Motion to graduate pygeoapi as an OSGeo Project

This motion is held open for two weeks closing August 19th, requiring 50%
quorum,
from the following incubation committee members:

 - Bob (CI-StPaul) Basques
 - Arnulf Christl
 - Jo Cook +1
 - Jody Garnett +1
 - Dimitris Kotzinos
 - Tom Kralidis +0
 - Michael Smith +1
 - Steve Lime
 - Daniel Morissette +1
 - Frank Warmerdam
