Working on the AGM slides I updated the members list<https://wiki.osgeo.org/wiki/Incubation_Committee#Committee_Members> (thanking Bruce for his service) and noticed this email thread was using an example email from when we had 15 members.

The following motion has been made by Michael Smith, mentor to the pygeoapi project:
   Motion to graduate pygeoapi as an OSGeo Project

This motion is held open for two weeks closing August 19th, requiring 50% quorum,
from the following incubation committee members:
