[Incubator] Reading about incubation application

Hello committee members:

I am reviewing everything about incubation because of the intention of
pgRouting to apply to become an OSGeo project.

So this mail is about the application form, that is, in one way or another,
confusing:

Trying to find the application form:
This section does not have a link to the initial application questionnaire

The Incubator Application Questionnaire is from 2006. I have in my mind
that there is a more recent one. I just don't remember where it is.

Just because in that last link there are the official documents, I clicked
on the document name link:

The version is 3.0alpha1
Clicking on the approved Document link takes me nowhere:

A similar thing happens on the Project Graduation Checklist
It is a draft for 3.0

Didn't check the rest of the links.

As pgRouting will apply to be incubated, for the moment I will follow the
questionnaire ignoring the crossed lines are to be ignored unless you tell
us otherwise.
