[Incubator] Reading about incubation application

The incubation committee did not really complete migrating all of the wiki
documents drafts to
https://github.com/OSGeo/osgeo/tree/master/incubation/documents
I can see some of the documents made it to the website migration:
- https://www.osgeo.org/about/committees/incubation/application/
- https://www.osgeo.org/about/committees/incubation/incubation-process/
Some documents were migrated to the website as pages above, but we were
discouraged from this practice as not all committees wanted to take
responsibility for migrating their content. Goal was to use website for
outreach, and save procedure for wiki and github.

Update https://www.osgeo.org/about/committees/incubation/ page with heading
"How to join the mentorship program to be recognized as an OSGeo project?"
BEFORE:

AFTER:

it is the best we have which is approved).
