[Incubator] Stepping back from Incubation Committee

Thanks for your participation Bruce!
In response to your comments:
- The incubation committee has indeed been a bit of a struggle (the
community projects making things easier to join, but harder to justify the
work of incubation).
- Personally I feel that the policy decisions are for the board to
decide, and we are just here to help the development teams. We could be
more active in making recommendations to the board if members feel that is
appropriate.
- The thing I appreciate the most is the opportunity to help development
teams.
