[Incubator] listing a new project on OSGeo website

Checking your repo (see
https://wiki.osgeo.org/wiki/Incubation_Committee for what we check) I would
ask you to add a CONTRIBUTING.md instruction for potential contributors.

OSGeo believes strongly in collaboration and this is a good chance to think
about how you wish to work with others. It is a useful thing to think
through and part of the open source advocacy we do. Example:  Your header
lists an employer, and your repo has two contributors :)
