[Incubator] Updating materials and communication

Dear all,

We are being a bit light on participation in this committee - so if you can
think of folks to recruit please send them an invite.

I was unavailable some time last year to volunteer here and far too many
things "waited" or "stalled" until my attention was available again. I do
hope I communicated my availability clearly, but it is something I can work
on.

As Arnulf noted a lot fo our documentation has waited since the 2016
website change for our attention. After putting so much effort into that
activity I was determined to let the individual committees fend for
themselves and take advantage of the new website as their time and
motivation permitted.

I think I have recovered from the activity now, and I would like the
incubation committee to do better. I expect this will become especially
important as the CRA affects our European friends. Indeed if one suddenly
is required to join a software foundation to manage liability it will be a
lot more busy around here.

We have been working on a document for "incubation application" in
isolation, and I think a change of approach is needed. The odd thing out in
our mix right now the "osgeo community" initiative, nominally being run by
the osgeo board to foster innovation and "grow" our community (implicitly
by lowering the standards).

I think we should write the requirements for 1) osgeo website 2) osgeo
community 3) osgeo project clearly in the same document. It will be easier
than keeping three documents in sync.
