[Incubator] Updating materials and communication

This is news to me (and I suspect unwelcome).  Is there a public
description of what's going on?  I find "lowering .. standards"
concerning, as to me the bright lines are open source and projects
acting broadly in the public interest.

Agreed that if there are multiple labels for steps that it's good to
have it together.
